Over the last 30 years, 9 people in the UK have been killed when a memorial has fallen on them. Given the number of memorials and the number of visitors to burial grounds in any year, the risk of death is very low. The risk of suffering serious injury is also extremely low, based on current statistics.
However, burial authorities do need to take the necessary precautions to manage the risk within their burial ground because they do have a duty of care to the public and everyone using a cemetery or churchyard.
